Mike Covington, age 27, served a short prison sentence for assaulting his girl friend. Immediately following his release, Covington reported to his Parole Office as per the release instructions. As seen in this video recording, almost immediately after his arrival Officer Winters instructed Covington to take off his pants and forced another Parolee Benjamin Gibson to peform oral sex. Gibson was on Parole for a minor possession charge. During the meeting he was later forced to have anal sex with Covington. According to remarks made by Officer Winters, this was punishment for Gibson missing a previous appointment.
